What is your favoured RBC Council Tax option?

I would like to have a £100 rebate, a 0% council tax rise, weekly bin collections, more money for council services, a new £1m pavillion in Mapleduram, an end to war and famine and not have to pay for any of it.
I would like to see no cuts to jobs, an increase in staff salaries to restore recent cuts, a big fat gold plated pension, the power for the council to put a CCTV camera in every home and the ability to fine people for stepping on the cracks in the pavement.
I'd like to just tinker at the edges.
I would like no-one to to scrutinise my decisions over the last few years and have more money to give to voluntary groups, especially if they agree to vote Labour.

How would you reform the system of councillor allowances?

Leave them alone. The system is fine as it is.
Implement the remuneration panel recommendations without the councillors getting a vote on it.
Slash them I say, until only the Tories can afford to be councillors.
Introduce a magazine allowance for Peter Jones to while away those boring meetings.
